In contemporary rural France, geographical remoteness often intersects with social dispersion. While urban metropolitan centers concentrate state-of-the-art concert halls, conservatories, and commercial studios, rural territories such as our valleys in Ariège often face cultural desertification.
At JEM LA YE, we believe this imbalance diminishes civic health. When citizens lack shared venues for creative expression, the civic fabric weakens, giving way to solitude, generational isolation, and mutual misunderstanding. Our manifesto posits that singing together is the most direct, accessible, and profound remedy for social alienation.
Voice requires no economic expenditure; every human being possesses an instrument of immense acoustic and emotional power. By demystifying musical practice and removing all financial, technical, or social barriers, we turn communal rooms into vibrant forums of democratic life. In our circles, there are no spectators and no passive consumers: everyone is an active participant in creating living art.

2. Complete Non-Commercialism
Culture is a common good. We charge zero admission, sell no merchandise, and refuse commercial advertising. Our operations are funded purely by public subsidies and voluntary commitment.
3. Territorial Rootedness
We take art directly to where citizens live—villages, hamlets, rural squares, senior centers, and communal buildings across Saint-Martin-de-Caralp and greater Ariège.
Legal Eligibility Under French General Tax Code (CGI)
The French tax administration recognizes organizations serving the general public interest (organismes d'intérêt général à caractère culturel) through dedicated statutory provisions under Articles 200 and 238 bis of the French General Tax Code (Code Général des Impôts - CGI).

- Disinterested Management (Gestion Désintéressée): Our administrators are strictly uncompensated volunteers. There is no direct or indirect distribution of profits, assets, or excessive perks to members, officers, or staff.
- Non-Lucrative Activity (Absence d'Activité Lucrative): The association does not engage in commercial market competition, charges no fees for participation, sells no goods or services, and serves no commercial advertising interests.
- Broad Public Purpose (Non au Profit d'un Cercle Restreint): Our activities are not restricted to an elite membership club. Every session is publicly announced and openly accessible to all residents of the territory without barrier.
Fiscal Exemption & Voluntary Support Framework
Under French legislation, when philanthropic individuals or civic-minded regional enterprises provide voluntary financial patronage or in-kind donations (*mécénat*) to support our non-profit public interest actions:

- Disinterested Stewardship: Volunteers are never pressured to incur out-of-pocket expenses; legitimate approved transport costs are reimbursed against formal vouchers in line with administrative rules.
