A small circle of vocalists, local educators, and civic advocates noticed that while the rural territory possessed remarkable natural heritage and close-knit community spirit, structured cultural spaces for collective music-making were scarce.

Traditional music academies and urban conservatories were physically distant and required substantial financial tuition, rigorous auditions, and rigid scheduling that excluded working families, isolated seniors, and novice singers. Convinced that shared vocal expression was a human right essential to civic health, the founding members organized informal singing gatherings in municipal rooms and village courtyards.

The response was immediate and overwhelming. Rural residents who had never considered themselves "singers" gathered to discover their natural voice, learn harmony, and break free from daily routine. What began as monthly communal rehearsals quickly evolved into a structured civic movement requiring formal non-profit statutory organization.

Statutory Formalization & Official Registrations

To guarantee longevity, democratic ownership, and eligibility for public cultural grants, the founders formally registered the association with the Préfecture de l'Ariège. The formal declaration was recorded under the National Directory of Associations (RNA) reference W091000907, and officially published in the Journal Officiel des Associations et Fondations d'Entreprise.

Subsequently, the association was assigned the official SIREN enterprise identifier 514135813 by INSEE, formalizing its legal capacity to receive public subsidies, enter into territorial cultural conventions, and maintain dedicated institutional banking facilities. At the close of each calendar year, accounts are compiled, verified by volunteer internal controllers appointed by the General Assembly, and submitted to public partner authorities. In adherence to legal stipulations, all membership contributions and dues are 100% reinvested into operational public interest missions.
